Building K-12 Options-Based Response Programs

About the Course

K-12 facilities experience unique challenges when implementing options-based response programs. These challenges stem from a top-down approach to infrastructure improvement and policies directed toward addressing critical violent incidents on campus. In many cases, SROs and local law enforcement officers are responsible for delivering training to staff members without any prior knowledge of site-specific limitations in security infrastructure, communication assets, or emergency response protocols. This module will give officers historical insight on why a lockdown only approach is no longer aligned to best-practices and how to deliver options-based response curriculum to educators in a responsible and trauma informed manner. Officers will explore the L.E.W.I.S. model for assessing K-12 campuses in order to deliver site-specific training and leverage staff buy-in to create successful options-based response programs.

Morgan Ballis

Morgan Ballis is the founder of Campus Safety Alliance, a network of emergency management professionals, law enforcement trainers, and educational leaders providing evidence-based safety solutions for PreK-12 facilities. He holds a M.S. in Homeland Security and Emergency Management and is currently pursuing his Ph.D. in Emergency Management with a focus on targeted attacks against PreK-12 institutions. Ballis' firm has trained and educated more than 20,000 educators, students, military personnel, law enforcement and first responders in active assailant response. He served for more than 11 years in the United States Marine Corps with the majority of his career spent as an Infantry Unit Leader. Ballis is an IADLEST National Certified Instructor, NCBRT L.A.S.E.R. Trainer, ALERRT C.R.A.S.E. Trainer, ALICE Instructor, and NRA Law Enforcement Firearms Instructor. He began his journey into the emergency management field after his mother survived the 2011 mass shooting at Congresswoman Gabrielle Giffords' event in Tucson, AZ.
